I attended the “Rally in Riley” on Saturday April 9, 2011. The message of one speaker stood out way beyond the others for its substance, its relevance, its importance and especially for its need to be acted upon NOW.
Larry Halloran talked about the shell game that has been going on with the Kansas budget for the last decade with this year being no exception.Have you wondered how over the last several years Kansas has had budget deficits in the hundreds of million dollars and yet been able at the last minute to “balance” the budget while at the same time increase spending? Well Mr. Halloran the “extremist from Mulvane” has looked behind the curtain and discovered the answer.
It seems the Kansas legislature has been using the Department of Transportation’s resources and bonding authority much as the federal government has been using the Social Security funds at the federal level.
The budget was not balanced at all. We citizens have been the victim of a ponzi scheme that would have made Berney Madoff proud. A lot of this financial manipulation was not legal and some of it was most likely criminal. Our legislature has been taking the credit for taking care of Kansas and solving its financial problems in these very difficult times and at the same time taking care of everyone’s “special” needs. In reality they have been using capital improvement money (long term investment money) to make payments on short term spending “needs” and INCREASING SPENDING.
In essence when our legislature maxed out on its credit cards, instead of cutting its spending (of our money) and dealing with the problem, it took out a second mortgage on the house to pay off the credit card balances, started only paying interest on the house mortgage and then started spending even more with the credit cards. To make matters even worse the Kansas legislature started going to a loan shark (the federal government) to borrow more money and to make deals with the feds which in essence gave the federal government more and more control over how and how much Kansas was required to spend. The federal government is requiring us to spend more on federal programs in Kansas than we can afford and on programs we citizens probably would not approve of in the first place. (See Rep. Charlene O’Hara, Legislative Report (March 30, 2011)) Our legislature has given the feds control over our budget!]
While this has been putting off the immediate crisis it has served to considerably magnify what willhave to be dealt with in the future. The legislature wants to play the same game this year. I say the future is now and the curtain needs to come down and the truth needs to be revealed. Now that we know of this charade we will be as guilty of the legislature if we do not stop it.
There will be a citizens’ rally in Topeka “Not Yours to Give” on Thursday 28, 2011 starting at 10:00 a.m. on the south side of the capitol (10th Street). Some of the speakers will be:
