Paying for emergency repairs to two fire stations, effective date extensions for STAR Bond and Tax Increment Financing districts, executive session for a personnel matter, and several proclamations are among the items on the Salina City Commission agenda for Monday’s meeting.
The commissioners are scheduled to begin with a study session at 2 p.m. Monday in room 107B of the City-County Building, 300 W. Ash. The meeting is open to the public.
Topics of study listed on the agenda include Lower Smoky Hill Water Supply Access District third quarter meeting at 2 p.m., Salina Field House Qualified Active Low Income meeting at 2:10 p.m., Holmes Road Development Agreement at 2:30 p.m., and a citizens forum at 3:45 p.m.
The regular city commission meeting is scheduled for 4 p.m. in room 107 of the City-County Building. A citizens forum, during which members of the public can speak to the commission, is scheduled near the beginning of the agenda.
The commissioners are scheduled to consider a request from Fire Chief Kevin Royse to reallocate $40,000 in already approved 2018 Sub CIP funds toward the following three projects. The money originally was to be used to increase and improve the parking lot at Fire Station No. 3, however it was determined that the project was not feasible because of existing ordinances and variances needed to increase parking capacity.
- Purchase of a replacement vehicle for unit 423, a 2013 Chevrolet 2500 Suburban K9 vehicle that has approximately 131,000 miles and mechanical issues. The Fire Department has located a suitable vehicle, a 2016 All-wheel-drive Ford Explorer with an estimated 50,520 miles from the Kansas Highway Patrol Fleet Vehicle Sales for $23,250.
- Part of the reallocated funds would be used to cover the cost of repairs to Fire Station No. 1. Serious structural fatigue and damage to the east side first story window lintels and windows for three offices was discovered. Because of the urgency, repairs were made at a cost of $12,355 and were approved by the city manager. The reallocation of funds would allow the Fire Department to avoid attributing the costs to its building maintenance line item.
- Additionally, Fire Station No. 3 had a large leak in the bathroom area. Several areas were successfully patched for $4,395. This expense also was approved by the city manager. Again, the reallocation of funds would allow the Fire Department to avoid attributing the costs to its building maintenance line item. It is anticipated that the patching will hold until a complete remodel can be scheduled, perhaps in 2020.
Commissioners also are scheduled to consider effective date extensions for the downtown STAR Bond and downtown Tax Increment Financing districts. If approved, the effective date for the downtown STAR Bond district would go from October 1, 2018, to December 1, 2018, and the effective date for the downtown Tax Increment Financing district would go from October 1, 2018, to October 1, 2019.
The commissioners are scheduled to consider requests for the following proclamations.
- Proclaim the month of September 15 through October 15, 2018, as “Hispanic Heritage Month” in the city of Salina. Maribel Panuco, Program Manager of Saint Francis Community Services, is scheduled to read the proclamation.
- Proclaim the week of September 17-24, 2018, as “Up With People Week” in the city of Salina. Matthew Thompson, Kansas Wesleyan University (KWU) president, and Michelle Dolan, development director at Sacred Heart Jr-Sr High School, are scheduled to read the proclamation.
- Proclaim the day of September 22, 2018, as “Salina Day for Kansas Wesleyan Football” in the city of Salina. Wesley Geisler, senior quarterback and business management major at KWU, is scheduled to read the proclamation.
Other items on the city commission agenda for Monday include the following.
- Consider awarding the contract for the Major Concrete Rehabilitation, Project No. 80007, to Pavers, Inc. of Salina in the amount of $297,150.40 with a $27,849.60 construction contingency.
- Hear the second reading and take action on Ordinance No. 18-10971 amending Section 42-59(d)(2) of the Zoning Ordinance to increase the allowable size of an on-site secure storage unit for consumer fireworks inventory at consumer fireworks stand from 120 square feet to 424 square feet.
- Hear the second reading and take action on Ordinance No. 18-10972 amending Section 42-57.6(c) of the Fire Code to increase the allowable size of an on-site storage unit for consumer fireworks inventory at a consumer fireworks stand from 120 square feet to 424 square feet.
- Consider appointing members to the Board of Zoning Appeals.
- Consider resolution No. 18-7604 authorizing the offering for public sale of General Obligation Temporary Notes and Bonds, Series 2018-1.
- Hear the first reading of Ordinance No. 18-10965 authorizing the issuance and delivery of General Obligation Internal Improvement Bonds, Series 2018-A.
- Consider a request for executive session to discuss a non-elected employee’s performance and status based upon the need to discuss personnel matters of non-elected personnel pursuant to K.S.A. 75-4319(b)(1).
- Consider the next steps in the city manager search.
