Plastic bags, a police safety award, underground vaults, bees, sludge, a radar camera detection system, a variety of resolutions, and an executive session are among the many items on the Salina City Commission agenda for Monday.
Commissioners are scheduled to begin with a study session for a plastic bag ban public participation process discussion at 2:30 p.m. Monday in room 107B of the City-County Building, 300 W. Ash. A time for public comment concerning the study session is scheduled for 3:45 p.m.
The regular city commission meeting is scheduled to begin at 4 p.m. in room 107 of the City-County Building. A time for public comment is scheduled near the beginning of the meeting.
Shawn Steward, a representative of AAA Kansas and Bob Hamilton with the Kansas Department of Transportation are scheduled to be on hand to present the AAA Community Traffic Safety Award to the Salina Police Department.
Additionally, commissioners are scheduled to consider proclaiming April 26, 2019, as Arbor Day in the city. Brett Lamer, park operations manager, is scheduled to read the proclamation.
Other items on the city commission agenda include the following.
- Consider approving Resolution No. 19-7699 authorizing the City Manager to instruct binding of coverage for Excess Workers Compensation Insurance.
- Consider approving Resolution No. 19-7696 authorizing the Mayor to execute a Vault Closure Agreement allowing for closure of an underground vault in the public right-of-way located at 101 N. Santa Fe Avenue with Joan Enterprises, LLC.
- Consider approving Resolution No. 19-7697 authorizing the mayor to execute a Vault Closure Agreement allowing for closure of an underground vault in the public right-of-way located at 117 N. Santa Fe Avenue with Big Nose Kate’s, LLC.
- Consider approving Resolution No. 19-7701 authorizing the Mayor to execute a License Agreement allowing for continued use of public right-of-way in three underground sidewalk vaults located at 104 N. Santa Fe Avenue with Eccentricity, Nex-Tech and Flipping Fabulous.
- Consider approving the application for permit to keep bees at Sacred Heart High School, 234 E. Cloud.
- Consider approving the application for permit to keep bees for Neal and Pam Zouzas at 411 Scott.
- Consider approving Resolution No. 19-7704 appointing members to various boards and commissions. (According to commission meeting packet information, the details of appointee names and board and commission information will be provided at the meeting.)
- Second reading Ordinance No. 19-10999 approving the Spilman Plaza Party sponsored by Seraphim Bread as a special event and authorizing the sale, possession and consumption of alcoholic liquor within the boundaries of barricaded public areas at such event.
- Consider authorizing the fire department to enter into a sole source contract with Osage Ambulances for the remounting of one (1) ambulance box on a new chassis.
- Consider Resolution No. 19-7698 authorizing the mayor to enter into a Consent Agreement/Final Order (CA/FO) with the United States Environmental Protection Agency (EPA) for land application of biosolids.
- Consider approval of the 2019 vehicles and equipment purchases as recommended, authorize staff to proceed with purchases and authorize city manager to sign contracts with selected vendors.
- Consider the purchase of a radar camera detection system for Belmont and Ohio and a pod sensor detection system for Schilling and Virginia.
Consideration of bids for the demolition of one single-family dwelling/structure located at 540 W. Iron Avenue. - Consider Resolution No. 19-7705 authorizing Mayor Davis to enter into an agreement to donate surplus gymnastics equipment to Xtreme Gymnastics.
- Consider Resolution No. 19-7702 authorizing the mayor to award the bid to Commercial Irrigation & Turf, Inc., and enter into an agreement for the Salina Municipal Golf Course Irrigation project.
- Consider Resolution No. 19-7703 authorizing the mayor to execute a Consultant Agreement for the Salina Municipal Golf Course Irrigation project.
- Consider Resolution No. 19-7702 authorizing the mayor to execute an agreement with OCCK, Inc. for Self-Service Bicycle Rental Stations within the city limits of Salina.
- Consider application No. Z19-3, (filed TERC, LLC), requesting a change in zoning district classification from R-3 (Multi-Family Residential) to C-5 (Service Commercial) to allow the construction of an automated car wash facility on property addressed as 2661 Market Place (the parking lot for the Starlite Skate Center).
Additionally, the commission is scheduled to go into executive session “with the City’s legal counsel regarding the subject of matters relating to anticipated mediation in the context of pending litigation in U.S. District Court relating to the former Schilling Air Force Base environmental matter,” according to the meeting packet information.
