Animal shelter, Police Training Facility, and temporary signage among city agenda items

Items concerning the Salina Animal Shelter, the Police Training Facility, temporary signage, and property owned by Kansas Wesleyan University are among those on the Salina City Commission agenda for Monday.

The commissioners are scheduled to begin with a study session at 2:30 p.m. in room 107B of the City-County Building, 300 W. Ash. A discussion of health insurance is the topic of the study session. A time for public comment concerning the study session is scheduled for 3:45 p.m.

The regular commission meeting is scheduled to begin at 4 p.m. in room 107 of the City-County Building. A time for public comment is scheduled near the beginning of the meeting.

The commission is scheduled to conduct a public hearing on the naming rights for the current storage area at the Salina Animal Shelter. The area would also be converted to a surgical center. According to commission meeting packet information, the Animal Control Advsory & Appeals Board recommended at the June 5, 2019, meeting that the area be named the Smedley Family Surgical Center to honor the memory of Thelda Jean Smedley, whose estate left more than $100,000 to the animal shelter last year.

The project to convert the space into a surgical center for the animal shelter is to be fully funded from the Salina Animal Services donation account, where the Smedley donation was deposited, according to information from the meeting packet. The project is estimated to cost $54,543.63. Three parts of the project are to be bid out:

  • Electrical
  • Plumbing
  • Storefront

“The scope of the project will entail adding an HVAC system, framing out the interior walls and installing drywall, doors, windows, new cabinets and tables, and a new exterior Facade for the facility that identifies it as a surgical center,” the meeting packet information noted.

Upon completion of the public hearing, the commissioners are scheduled to vote on whether to name the space the Smedley Family Surgical Center.

Other items on the city commission agenda for Monday include the following.

  • Consideration of Resolution No. 19-7743 amending Resolution No. 17-7458 to provide additional funding in an amount not to exceed $5,900,000 for the costs of designing and constructing a Police Training Facility.
  • Consideration of Resolution No. 19-7741 authorizing the issuance, sale and delivery of General Obligation Temporary Notes, Series 2019-2 with Bennington State Bank.
  • Consideration of Resolution No. 19-7742 authorizing the mayor to enter into a supplemental agreement to the June 12, 2017, agreement with Police Facility Design Group.
  • Consideration of Application #Z19-9, filed by the Salina City Planning Commission, requesting an amendment of Section 42-508 Temporary Signs, Banner Signs and Mobile Signs, to eliminate the numerical limit on the number of temporary signs that can be placed on a lot during election season and to eliminate the prohibition on the placement of temporary signs in the right-of-way during election season and then hear the first reading of Ordinance No. 19-11016 pertaining to the request.
  • Consideration of Resolution No. 19-7744 adopting the City of Salina Strategic Planning Report.
  • Consideration of Application #M19-9, filed by Jones Gillam Renz Architects on behalf of Kansas Wesleyan University, requesting an amendment of the Future Land Use Map of the Salina, Kansas Comprehensive Plan to change the future land use designation of property located on the north side of Claflin Avenue and the south side of Kirwin Avenue west of South Fourth Street from future Urban Residential to future Public/Semi-Public and then hear the first reading of Ordinance No. 19-11014 pertaining to the request.
  • Consideration of Application #Z19-8, filed by Jones Gillam Renz Architects on behalf of Kansas Wesleyan University, requesting a change in zoning district classification from R-3 (Multi-Family Residential), R-2 (Multi-Family Residential) and R-1 (Single-Family Residential) to U (University) district on properties addressed as 126 East Kirwin Avenue, 130 East Kirwin Avenue, 117 East Claflin Avenue and 135 East Claflin Avenue and then hear the first reading Ordinance No. 19-11015 pertaining to the request.
