
At the League of Kansas Municipalities Annual Conference, the Convention of Voting Delegates elected the 2019-2020 governing body officers and directors. The delegates elected Edwardsville Mayor John “Tiny” McTaggart as president and Ottawa City Commissioner Sara Caylor as vice president.
McTaggart has been Edwardsville’s mayor since 2009. He previously served as mayor from 1993 to 1997. In his nearly 30 years of public service, he also served as an Edwardsville City Council member and a county commissioner for the Unified Government District 7. He participates on many community and regional boards, like the Mid-America Regional Council. He owns a small business, Tiny Signs LTD.
“I am proud of the work we do as the league,” said McTaggart. “I look forward to leading the organization as we update our strategic plan in 2020. Our governing body is excellent, and the staff are leading the way to ensure local government officials are at the table when important decisions are being made that affect Kansas’ cities.”

Caylor joined the league’s governing body in 2018 and has served as a city commissioner since 2011. As a life-long resident of Ottawa, she serves on many community boards and has a special interest in parks, infrastructure, and issues surrounding youth.
“The League of Kansas Municipalities is vital in representing every city in our great state,” said Caylor. “Whether you live in a city with 500 or 500,000 residents, the league has many resources that help a city serve its citizens. Convention delegates also selected four governing body members to continue their director positions for an additional, three-year term: David McDaniel, City of Ellis; Scott Moore, City of Ellsworth; Joyce Warshaw, City of Dodge City; and Toni Wheeler, City of Lawrence.
Established by municipal officials in 1910, the League of Kansas Municipalities is a voluntary, nonpartisan organization of representing Kansas’ cities. The league works for its member cities through advocacy, legal advice, education and other services.
