Planned Parenthood weighing lawsuit over Kansas bill

A top executive at a Kansas-Missouri affiliate of Planned Parenthood says it’s considering filing suit over Kansas legislation restricting private health insurance coverage of abortions.

President and Chief Executive Officer Peter Brownlie said Friday that Planned Parenthood of Kansas and Mid-Missouri believes lawmakers violated their own rules in passing the bill in the session’s final hours.

Brownlie said the organization is researching whether the technical issue could lead to a successful legal challenge if Gov. Sam Brownback signs the bill, as expected.

The bill bars health insurers from automatically covering abortions except those needed to save a mother’s life. Employers who want to provide the coverage would have to buy separate, abortion-only coverage.

Neither chamber had passed the proposal, but legislative negotiators folded it into a larger bill on insurance.
