Two arrests after police find nearly 12 pounds of marijuana, THC vape cartridges

The observation of a man wanted on a federal arrest warrant led Salina Police to nearly 12 pounds of marijuana and a number of THC vape cartridges Friday afternoon.

According to Salina Police Captain Paul Forrester, an officer in the area of 800 N. Ninth, recognized Justice Kennedy, 24, Salina, who had a federal arrest warrant, outside an apartment.

Officers then made contact with Justin Smull, 25, of Salina, at the apartment and informed him that they knew Kennedy was in the apartment, Forrester said. Smull opened the door to the apartment and Kennedy came out without incident, Forrester said.

While the door was open, officers detected the smell of raw marijuana and obtained a search warrant for the apartment, he said. Forrester said that during the search of the apartment, officers located the following.

  • 11.9 pounds of marijuana
  • 186 THC vape cartridges
  • Two handguns, including one that was reported stolen in Ellsworth County

Smull was arrested on suspicion of the following.

  • Possession of marijuana with the intent to distribute/over one kilo
  • Criminal possession of a firearm by a convicted felon
  • Possession of a stolen firearm
  • Felony drug paraphernalia
  • Unlawful to acquire drug proceeds
  • No tax stamp
  • Possession of drug paraphernalia

Forrester said Kennedy was arrested on the outstanding warrant.

He also said that police anticipate additional arrests in the case.
