The Parks and Recreation master plan, facilities naming guidelines, and Smoky Hill River Festival admission are among the items on the Salina City Commission agenda for Monday.
Commissioners are scheduled to begin with a 3 p.m. study session in room 107B of the City-County Building, 300 W. Ash. The topic of the study session is River festival button pricing and admission policy. A time for public comment concerning the study session is scheduled for 3:45 p.m.
The city commission’s regular meeting is scheduled to begin at 4 p.m. in room 107 of the City-County Building. A time for public comment is scheduled near the beginning of the meeting.
The Human Relations Commission and the Community Relations Division are scheduled to present a request to the city commission to proclaim August 26 Women’s Equality Day in Salina. Sheila Kjellberg, Human Relations Commission member, is scheduled to read the proclamation.
Commissioners also are scheduled to consider a request to adjust the 2019 mill and inlay program because of damage that was done to a parking lot by heavy equipment. According to commission meeting packet information, heavy equipment removing dirt from the soccer complex damaged the surface of the parking lot. “In general, the top 1.5″ of asphalt separated from the lower 3″ and began sliding horizontally. General Services staff has since performed pavement repairs on the worst failures, but the remainder of the surface still needs attention,” the background information noted.
The cost for APAC Kansas, Shears Division of Salina to overlay the parking lot with asphalt was quoted at $151,915.71. City staff proposes using $100,000 from the Parks and Recreation Department budget that had been designated for parking lot expansion, but had been put on hold until the Parks Master Plan is approved. Staff suggests that the remainder come from city concrete rehabilitation funds that have yet to be obligated.
Other items on the city commission agenda for Monday include the following.
- Consider Resolution No. 19-7738 approving the issuance of City of Wichita, Kansas Health Care Facilities Revenue Bonds (Presbyterian Manors, Inc.) pursuant to K.S.A. 12-740, et seq. as the bonds relate, in part, to the construction and equipping of improvements to a facility operating by Presbyterian Manors, Inc. located within the City of Salina, Kansas. According to the commission meeting packet, “city staff has confirmed with the Saline County Appraiser’s office that Salina Presbyterian Manor is statutorily exempt from property tax by virtue of its status and purpose. Consequently, issuance of the Bonds has no effect on its property tax status.”
- Consider Resolution No. 19-7730 showing support for and providing priority guidance for addressing identified needed improvements in the Parks and Recreation master plan.
- Consider Resolution No. 19-7731 declaring a future golf course pavilion at the Salina Municipal Golf Course to be considered a qualified facility under the City of Salina Municipal Facilities Naming Guidelines.
- Consider Resolution No. 19-7732 declaring a storage facility at the Salina Animal Shelter to be considered a qualified facility under the City of Salina Municipal Facilities
Naming Guidelines. - Consider Resolution No. 19-7733 declaring all areas of the East Crawford Recreation Area to be considered a qualified facility under the City of Salina Municipal Facilities
Naming Guidelines. - Consider Resolution No. 19-7736 authorizing the mayor to execute an agreement with Trane of Kansas to provide boiler replacement consulting and design services for the Salina Police Department.
Additionally, commissioners are scheduled to meet in executive session to discuss the subjects of negotiations with Saline County relating to the Expo Center lease agreement with legal counsel.
