A Conway, Ark., man whose traffic stop closed Interstate 70 in Kansas for more than nine hours in July has been found not competent to stand trial.
WIBW reports a mental evaluation determined 50-year-old Christopher Spence has paranoid schizophrenic tendencies. He also has refused to cooperate with his court-appointed attorney.
Prosecutors say Spence told Geary County dispatchers on July 25 that he had left hazardous materials at a Junction City motel, and he urged them to call the FBI.
Troopers arrested Spence on I-70 near the Shawnee-Wabaunsee County line west of Topeka and closed the highway because of anti-government writing on his pickup truck.
Hazardous material crews and bomb squad units combed through the vehicle and found nothing.
Spence has been charged with aggravated criminal threat.
