Gov. Sam Brownback’s administration is working to contain the potential political damage from concerns that his income tax plan will boost the collective tax burden for poor households.
Revenue Secretary Nick Jordan told a Senate panel Wednesday that any increase in total taxes for those with maximum adjusted gross incomes of $25,000 would be offset by a larger commitment to social services in Brownback’s budget proposals.
The Department of Revenue’s figures show the only class of taxpayers seeing an increase in its total tax burden under Brownback’s plan is the least affluent one.
But Jordan said plans to boost spending on temporary cash assistance and state health insurance coverage to needy families will provide more help than they get now.
