A 27-year-old Salina woman has been cited for cruelty to animals and excessive animal noise Tuesday night.
Salina Police called to 216 S. 3rd just after 10:00pm after a call complaining of a barking dog.
Officers found a large black dog tied to a post in the back yard , with food and water that had provided by a neighbor. Inside the house that had no electricity or running water was a Boxer that had no food or water, but there were two empty bowls.
The owner of the dogs, Kristien Tyler, has been living elsewhere, returned to the house while officers were still there.
Both dogs were taken into custody by the Salina-Saline County Animal Shelter.
